General
In order to ensure interoperability and reliability of smard card hardware, MasterCard has initiated a mandatory Card Quality Management (CQM) program.

MasterCard offers the program to vendors and issuing members. The CQM program allows vendors to streamline business negotiation and limit the verification overhead, whilst offering a reduction in card replacement losses to issuers.
The CQM program has been developed by MasterCard in cooperation with numerous industrial partners, among which Telefication which serving as a single entry point for smart card qualification by MasterCard issuers.

Products, i.e. finished cards or card components (see also competence area), will receive a quality label when these products comply with the CQM requirements. Card vendor compliance with CQM ensures that all products have sufficient overall quality to guarantee future reliability and repeatability during the production process. Important fact is that the quality label is part of the MasterCard vendor requirements in order to be allowed to sell the cards to MasterCard issuers.

Competence area

The following Acronyms serve to identify the supply chain for cards:

• IC, identifies a cluster of activities that include the design of chip hardware and the production of the wafers;
• ICM, identifies the encapsulation of each individual chip into a "module";
• IL, indentifies the assembly of the antenna to a contactless-only module to form an inlay that will be sandwiched into a contactless-only card;
• CB, identifies the design and production of the plastic card body to form a contact card;
• ICC, identifies the embedding of the contact module into the plastic card body to form a contact smart card;
• PICC, identifies the lamination of a card by sandwiching an inlay (IL) between pre-printed plastic layers;
• ICCP, identifies the personalization of the card.

CQM audit service
Telefication offers a diversity of certification services in order to obtain the CQM label from MasterCard where 3 main phases are identified:

1. Contract
   Contract between vendor and MasterCard;
2. Audit;
   During the audit the product performance will be verified in line with the various requirements as shown in the PPVP's. The actual test(s) will be reviewed, including workmanship, sample size, procedures, instructions and where applicable evidence of the performed qualification(s). Besides the review of the product performance the quality management will be also part of the audit, some examples are review of document control, Management review, internal audits, customer satisfaction, process qualification, training, process performance etc. Details of the audit report to MasterCard (including related concerns) will be first presented to the vendor.
3. Assignment by MasterCard:
   After a successful audit, the vendor product and his premises receive the quality label from MasterCard. MasterCard Worldwide decided to outsource Card Quality Management (CQM) operations to he company Smart Consulting SARL. You need JavaScript enabled to view it   Our Lead auditor Axel Gase is the Audit Entity who is accredited by MasterCard to perform assessments in accordance with the CQM requirements. Telefication participated also in the pilot assessments of STMicroelectronics and Gemplus arranged by MasterCard.
